Marsha Peterson
Council - 1st District, ChairpersonPhone: 610-565-4944 Ext. 116Marsha Peterson is a lifelong resident of UPT and was elected to Council in 2022 with a mission to make a positive impact on the community. Focusing on bettering the quality of life for UPT residents, Marsha is committed to improving our park systems, increasing the number of community events to bring people together. She also wants to alleviate traffic congestion and improve pedestrian safety.
You may have crossed paths with Marsha on the pool deck at Springton Lake Middle School, where she has spent many hours volunteering. Marsha’s family has a deep love for swimming, with both her son and daughter being swimmers at Penncrest High School.
Marsha is always happy to connect with residents, so feel free to reach out to her with any questions or concerns.

Rasheen Merritt
Council - 2nd DistrictPhone: 610-565-4944 Ext. 117Meet Rasheen Davis Merritt, Councilwoman from District 2. Rasheen is committed to the balanced growth and sustainability of our vibrant community. She uses her professional expertise and skills as a lawyer to assist the Council in ensuring sustainability and improving the quality of life for our residents. Rasheen believes that everyone’s voice is important and is dedicated to fostering open dialogue and communication. She welcomes feedback and questions from residents.
She and her husband have lived in Upper Providence for eight years with their two children. In addition to being a wife, mother, and volunteer, Rasheen is a lawyer and an executive at one of the area’s largest hospitals. She earned her Bachelor of Business Administration degree in Risk Management and Actuarial Science from Temple University. In 2002, Rasheen graduated from Temple University's Beasley School of Law evening division. While in law school, she worked full-time as an underwriter. After law school, she spent 15 years at a law firm practicing as a litigator, eventually becoming a partner before transitioning to her current role as in-house counsel at a major hospital.
Rasheen is committed to bringing her ideas to the Upper Providence Township Council while fostering community camaraderie.

Joshua Steinberg
Council - 3rd DistrictPhone: 610-565-4944 Ext. 118Josh has been a resident of Upper Providence Township for almost twenty years, where he lives with his wife and two children. He has long been involved in serving the community, holding leadership roles with Media Little League and volunteering as a coach with Media Little League, Rose Tree Soccer Club, and Media Hoops, as well as serving in various capacities at his children’s schools.
Josh is an undergraduate alumnus of James Madison University and a graduate of Temple University’s Beasley School of Law. He began his career as a litigator and has spent nearly the last fifteen years working as a transactional attorney, helping clients and opposing parties bridge differences and reach consensus for their mutual benefit.
Josh enjoys connecting with others and looks forward to continuing and strengthening open, productive dialogue between Council and the community. He is excited to bring his leadership experience and commitment to service to Township Council.

Elgin Akarsoy
Council - 4th District, Vice ChairpersonPhone: 610-565-4944 Ext. 119Meet Elgin Akarsoy, a dedicated public servant and lifelong Pennsylvania native who is passionate about serving the community of Upper Providence Township. As a council member, Elgin is committed to listening to the needs of residents and working collaboratively to find solutions that benefit everyone.
A resident of the township since 2006, Elgin is deeply invested in the community and is proud to be raising his two elementary-aged children here. He believes in the importance of being accessible and approachable, and can often be seen walking around the township, talking to residents, and hearing their concerns.
As a coach for his children's sports teams, Elgin is also dedicated to supporting the next generation of community leaders. He is committed to making Upper Providence a great place to live, work, and raise a family, and is always looking for ways to engage with residents and make their voices heard.
If you see Elgin out and about in the township, don't hesitate to stop and chat with him. He is always eager to listen to your ideas and concerns and is dedicated to serving the community to the best of his ability.

Maureen Scheuerman
Council - 5th DistrictPhone: 610-565-4944 Ext. 120Maureen Scheuerman has lived in Upper Providence for 35 years. A lifelong Delaware County resident, she graduated from Philadelphia College of Pharmacy and Science and worked in pharmaceutical sales for eight years. Maureen and her husband, Tom, moved to Upper Providence as newlyweds and raised their four children here.
For the past 15 years, Maureen has worked as an administrative assistant at Saint Mary Magdalen School, where she enjoys working with families, faculty, staff, and especially the students. Volunteering has been a lifelong passion for her. Since her children were young, she has been involved with Media Little League and the Boy Scouts of America, always working not just for her own family but for the betterment of the community as a whole.
Maureen has also served on the Upper Providence Fifth District Board of Elections in various roles, including the last 10 years as Judge of Elections. She believes Upper Providence is a special place and is committed to strengthening community, safety, and neighborhood pride. By working together in a constructive way, she believes the Council can make a meaningful difference for all Upper Providence residents.

Aditya Murthy
I'm Aditya Murthy, a Junior at Penncrest High School. I wanted to join the Jr. Council to become more involved in our community. Being involved is the only way to learn about the issues we need to solve. I hope to use this position to help improve our Township, fully understand how local government works, and observe how laws are crafted and passed. Among other things, I'm passionate about the environment and want to help work on some of those policies.

- Where: Township Municipal Building (935 N. Providence Rd., Media, PA 19063) or via Zoom
- Regular Meeting: 2nd and 4th Tuesday of each month (unless otherwise listed).
- All meetings are public. Citizens may address the Council at the Public Forum which precedes the Business meetings at 7:00 P.M. If you are interested in speaking, please sign up before the start of the meeting. To obtain information concerning an upcoming meeting, please review the agenda prior to the meeting.
Note: Business Reorganization Meeting in January 2026 begins at 8:00 p.m.
